The EU Commission is pursuing an "infringement procedure" against Hungary, Poland and the Czech Republic for failing to accept refugees.
Szijjarto said Hungary will continue to put emphasis on the defense of the EU's external borders and said it is time for the European Union to abandon the "unsuccessful" relocation scheme.
"It is time to be united and show full solidarity".
As a result in 2015 EU leaders agreed a plan to relocate asylum seekers to other EU countries to spread the burden - with EU leaders agreeing the policy by majority vote despite opposition from Hungary, Slovakia, the Czech Republic, and Romania.
It's not clear what consequences there will be, if any, for member states that refuse to take in migrants.
The two nations opposed a 2015 decision by the EU's top policy body, at the height of the Mediterranean migration crisis, to assist Italy and Greece by making other European Union states admit 120,000 people.

In the USA , where the bank has a large deposit base, the four rate hikes handed down by the Fed has been a "tailwind", he added. In this context, the Canadian dollar has appreciated, also reflecting the relative strength of Canada's economy.
Gabriel added: "We can also expect now, and we do expect, that all European partners will keep to the verdict and implement the decisions without further hesitation".
"The decision puts at risk the security of all of Europe and the future of all of Europe as well", Szijjarto said, calling the ruling "contrary to the interests of the European nations, including Hungary".
The EU was accused of "raping" its own values after its top court ruled countries should be forced to accept refugees under a relocation scheme.
Earlier in August, according to the website of the Hungarian government, Deputy Prime Minister Zsolt Semjen said that Hungary is willing to offer asylum to Aideen Strandsson, a Christian convert who is facing deportation to Iran after being denied asylum in Sweden. Hungary was asked to take 1,294 asylum seekers, Slovakia 802.
Since its introduction in September 2015, the quota system has fallen short of reaching its 120,000 target.
Since 2015, millions of refugees war-torn and economically ravaged regions in the Middle East namely Syria, North Africa, and Asia have arrived in Europe, largely in Greece and Italy.

The song's lyrics read: 'I made that b***h famous.' Kanye claimed he got permission from Taylor before writing about her , although Taylor later called the song misogynistic.
Amnesty International welcomed the court's decision.
The legal challenge was also backed by Poland, which alongside Hungary has not taken in any asylum seekers.
Szydlo says she isn't surprised by the court's decision, but that it "absolutely does not change the position of the Polish government with respect to migration policy".
Slovakia's Prime Minister Robert Fico stressed the fact that the migration mechanism expires on September 26, because it was meant as temporary.
"We will continue to work on having solidarity expressed in different ways other than forcing migrants [on Slovakia] from other countries that don't want to be here anyway".
The UN's migration agency reports that 125,860 migrants and refugees entered Europe by sea so far this year.
