The file in question is called OculusAppFramework.dll and this will need updating in order for the software, and headset to work again.
Oculus is investigating an issue keeping people from enjoying their Oculus Rifts. As of writing, it seems that you can only rely on a bit of peer support in the community forums (linked below). Owners attempting to start their virtual reality headset's software are getting a "Can't Reach Oculus Runtime Service" error, similar to the one received below by Kotaku's Kirk Hamilton. Now they have to address their own internal problems with an expired certificate. I tried deleting and then reinstalling the Oculus software and it's not fixed the issue. Nat Mitchell, Co-Founder and Head of Rift at Oculus, also tweeted out "We're aware of an issue affecting Rift on PC, and we're working on resolving now".

The Oculus Rift forum is full of owners complaining about the problem and have offered a number of possible solutions.
It was recently confirmed that Rift had overtaken Vive as the most popular VR device on Steam.
China's Communist Party mulls end to two-term limit for president
Traditionally, Chinese leaders' powers weaken once they approach the second half of their second term, they said. Wang, 69, stepped down from a party position a year ago because of his age.
There's now no estimated resolution time, but, some users have identified a temporary workaround: it's possible to bypass the issue by disabling Windows' "Automatically set System date and time" option, then manually setting the date back a few days.
Oculus hasn't given us a direct reason for this problem yet, but VR Focus reports that users and developers may have figured it out.
